The EU has fined French farmers' unions 17 million for price fixing during the mad cow scare. The fine is big enough that it could break FNSEA, the largest union. I don't pretend to understand the intricacies of french agricultural politics, but I wonder if this isn't an attempt to weaken the unions to make it easier to lower agricultural subsidies.
